In the charming town of River City, Iowa, in 1912, the notorious con man Professor Harold Hill arrives with a scheme to swindle the unsuspecting citizens. With a reputation for duping townsfolk into paying for boys’ marching bands that he never delivers, Hill sets his sights on River City.
Harold Hill discovers that his former associate, Marcellus Washburn, resides in River City. With Marcellus’s assistance, Hill stirs fear among parents that the new pool table in town is corrupting the youth. To remedy this, he proposes forming a boys’ marching band to keep the boys occupied and out of trouble. However, suspicions arise from the town librarian and piano teacher, Marian Paroo, and Mayor Shinn, the local billiard parlor owner.
As Hill attempts to woo Marian while evading scrutiny from the authorities, cracks begin to appear in his façade. Marian’s investigation into his background uncovers his deceit, but a newfound connection with her family starts to sway her opinion of him.
Just as Hill’s deception is about to be exposed, a disgruntled salesman from a previous con job arrives in town to reveal Hill’s true nature to the residents. Facing the wrath of the townspeople, Hill finds unexpected support from the very boys he sought to exploit.
