In late 1969, a brilliant young United States Navy intelligence officer, Charles Rone, finds himself at the center of a high-stakes espionage mission. His commission is revoked, and he is recruited to retrieve a fake letter that suggests an alliance between the West and the Soviet Union against China. This mission is being conducted independently of governmental intelligence agencies, reminiscent of the pre-World War II era when espionage was managed by a small community of freelance agents.

The Dark Past of Espionage: Robert Sturdevant

Rone learns about the primary operator in this independent community, a brutal and sadistic assassin named Robert Sturdevant. Sturdevant struggled to adapt to the post-war shift towards government intelligence agencies and reportedly committed suicide after disappearing. Now, following a significant intelligence failure, the government seeks the help of independent agents once more.

The mission is led by “The Highwayman,” another member of the old group of spies. Rone is chosen to replace a recently deceased member due to his exceptional analytical skills, eidetic memory, and fluency in eight languages. Rone meets with The Highwayman and another group member, Ward, who becomes his primary tutor.

After some persuasion, Rone manages to convince him to join the mission.

The Warlock eagerly joins, but The Erector Set’s arthritic hands prevent him from participating. Instead, he sends his daughter, B.A., who has been trained to be as capable as he is. The team’s mission is to retrieve a letter that promises U.S. aid to the Soviet Union in destroying Chinese atomic weapons plants, a document that could be seen as a declaration of war against China.

The Intricate Web of Espionage

The letter was solicited by Dmitri Polyakov, a Soviet official who had been selling secrets to the U.S. Upon learning of the letter, U.S. and British authorities arranged to buy it back from Polyakov. However, he committed suicide after being apprehended by Soviet counterintelligence, led by Colonel Yakov Kosnov.

The group resorts to blackmailing Captain Potkin, the Soviet head of counterintelligence in the U.S., threatening his family to gain access to his vacant apartment in Moscow. Upon arriving in the Soviet Union, The Highwayman sacrifices himself to divert Soviet counterintelligence from the rest of the team. Rone stays at the apartment with Ward, relying on his memory to avoid written records.

Janis, The Warlock, and B.A. work to integrate themselves into Russian society to identify Polyakov’s contact. Janis partners with a local brothel operator, who introduces him to a Chinese man known as “The Kitai,” a potential source for names of officials. This connection reveals a complex web of betrayal and animosity between Bresnavitch and Kosnov.

The Tension Builds: Betrayal and Capture

As the mission unfolds, Ward deduces that Bresnavitch used Polyakov to fence stolen art in Paris and decides to investigate. However, the operation is compromised when Potkin informs Bresnavitch about the team’s activities. Janis, B.A., and Ward are captured, while The Warlock takes his own life to avoid capture. Rone narrowly escapes and seeks to negotiate with The Kitai for the letter, only to find that the Chinese now possess it.
