On the Western Front in 1918, a Jewish soldier fighting for the Central Powers nation of Tomainia valiantly saves the life of a wounded pilot, Commander Schultz, who carries valuable documents that could secure a Tomainian victory. However, after running out of fuel, their plane crashes into a tree and the soldier subsequently suffers memory loss. Twenty years later, still suffering from amnesia, the soldier returns as a barber in a ghetto governed by Schultz in the Tomainian dictatorship led by Adenoid Hynkel.
The barber falls in love with a neighbor, Hannah, and together they try to resist persecution by military forces. Schultz recognizes the barber and helps him regain his memory. Meanwhile, Hynkel’s attempts to finance his military by borrowing from a Jewish banker lead to increased tensions and persecution of the Jewish population.
As tensions rise between Hynkel and Napaloni over invading Osterlich, a food fight breaks out during negotiations. Schultz and the barber, disguised as Hynkel, make a daring move to save their lives and address the crowd in Osterlich, promoting unity and democracy. In a touching message of hope, the barber inspires others to fight for liberty and a better future.
