In the city, the police are investigating a series of robberies along the old 51 bus route in the area of the city known as Wilson Heights. Captain Harris (G.W. Bailey) and Lt. Proctor (Lance Kinsey) stake out a bank, but the Wilson Heights gang manages to elude capture.

Collaboration with Commandant Lassard

The mayor is furious with the crime spree and orders Harris and Commissioner Hurst (George R. Robertson) to work with Commandant Lassard (George Gaynes) to apprehend the gang. Lassard assembles a team consisting of Hightower (Bubba Smith), Tackleberry (David Graf), Jones (Michael Winslow), Hooks (Marion Ramsey), Callahan (Leslie Easterbrook), Fackler (Bruce Mahler), and Nick (Matt McCoy).

Uncovering the Mastermind

The team discovers clues suggesting the gang is being orchestrated by a shadowy figure. They investigate along the old bus line, finding a connection to the property value scheme. In a citywide blackout, they confront and defeat the Wilson Heights gang, revealing the mastermind to be The Mayor.

Resolution and Honors

The real Commissioner Hurst apologizes to Lassard and reinstates him and his team. A plaque is given to honor their bravery, and the movie ends with Captain Harris being flown away by balloons during a ceremony.
