In the heart of Saint Petersburg, police major Igor Grom finds himself embroiled in a chaotic chase after three bank robbers. Dressed in red sports suits and resembling villainous hockey players from the beloved Soviet cartoon “Puck! Puck!”, Grom’s pursuit leads to significant property damage, resulting in a reprimand from his superior, Colonel General Fedor Prokopenko.
Shortly after, the trial of “rich boy” Kirill Grechkin begins, accused of fatally hitting a girl with his car. Despite overwhelming evidence against him, Grechkin is acquitted, igniting outrage among the victim’s brother, Lyosha Makarov, and IT millionaire Sergei Razumovsky, founder of the social network Vmeste. They suspect corruption within the court system, fueling their desire for justice.
As tensions rise, videos of a masked avenger known as the Plague Doctor begin circulating online. Armed with bombs and flamethrowers, he promises to “cleanse” the city of scoundrels. In a shocking turn of events, the Doctor murders Kirill Grechkin in a fiery act of vengeance. Oleg Volkov, a childhood friend of Razumovsky, confesses to being the Doctor, leaving Razumovsky torn between loyalty and the law.
Witnessing the murder, Grom is determined to uncover the truth behind the Plague Doctor. However, FSB officer Evgeny Strelkov arrives from Moscow, removing Grom from the case and assigning him and his new trainee, Dima Dubin, to investigate a seemingly trivial theft of twelve refrigerators. Undeterred, Grom and Dubin continue their pursuit of the Doctor, following leads from Grom’s informant and attempting to extract information from the criminal underworld.
During their investigation, Grom saves a young woman from thugs, only to discover she is journalist and blogger Yulia Pchyolkina. She staged the attack to get close to Grom and gather information for her blog about the Plague Doctor case. As the Doctor’s body count rises, targeting corrupt figures in society, Grom realizes the urgency of stopping this vigilante.
Dubin speculates that the Doctor’s next target will be at the opening of a high-profile casino. Grom infiltrates the event, where he encounters Pchyolkina and Razumovsky. However, instead of the Doctor, Grom faces a group of followers intent on robbing the wealthy attendees. A chaotic fight ensues, leading to Grom’s forced resignation from the police by Strelkov.
Despite his dismissal, Grom continues his investigation, uncovering Razumovsky’s troubled past in the orphanage and his connection to the Plague Doctor’s costume and equipment. Grom confronts Razumovsky, who realizes the truth about his dual identity. In a fit of rage, Razumovsky knocks Grom unconscious and frames him as the Doctor, leading to Grom’s arrest.
With the help of Dubin and Pchyolkina, Grom escapes custody and resumes his hunt for the Doctor. Meanwhile, the vigilante incites chaos in the city, calling for his followers to lynch anyone they deem a villain. Razumovsky reveals his twisted plan to rid the city of both corrupt officials and his own followers, believing it will lead to a “new Petersburg.”
A fierce confrontation between Grom and Razumovsky ensues, with Dubin and Pchyolkina coming to Grom’s aid. Razumovsky is ultimately neutralized, and Pchyolkina captures his confession on video, exposing his nefarious intentions. Grom asserts that while he acknowledges the country’s problems, murder is not the solution.
