Chuck Clarke and Lyle Rogers, aspiring songwriters, find themselves at a crossroads in their career. Desperate to make it big in the music industry, they dream of emulating the success of iconic duo Simon and Garfunkel.

Despite a lackluster reception at a local open mic night, agent Marty Freed presents them with a unique opportunity to perform as lounge singers in a hotel in Marrakesh, Morocco. The catch? The previous act withdrew due to political turmoil in the region. With limited options and empty pockets, Chuck and Lyle decide to seize the chance.

Upon their arrival in Ishtar, a neighboring fictional country, Chuck encounters a mysterious woman in distress. Willing to help, Chuck entrusts her with his passport, with plans to meet her in Marrakesh. However, bureaucratic delays at the U.S. Embassy threaten to derail their plans, prompting Lyle to venture to Morocco solo to salvage their gig.

Alone in Ishtar, Chuck crosses paths with CIA agent Jim Harrison and reluctantly agrees to assist as a mole in exchange for a speedy return to Morocco.
