The U.S. Los Angeles-class submarine USS Tampa Bay disappears while shadowing the Russian Akula-class submarine Konek in the Arctic. Rear Admiral John Fisk orders newly promoted Commander Joe Glass to lead the investigation on board the Virginia-class submarine USS Arkansas.
Lieutenant Bill Beaman leads a Navy SEAL team on a covert mission to observe a Russian naval base in Polyarny, Murmansk Oblast. They witness Defense Minister Admiral of the Fleet Dmitriy Durov staging a coup d’état and capturing Russian President Nikolai Zakarin, aiming to instigate a war.
Arkansas makes a distressing discovery as they come across the wreckage of Tampa Bay and the sunken Russian submarine Konek. They are unexpectedly attacked by another Russian submarine, Volkov, responsible for torpedoing Tampa Bay. However, Arkansas manages to retaliate and rescue Russian survivors.
As tensions rise, Glass convinces Andropov to assist in navigating dangerous waters near the Russian base. Beaman’s team saves the injured President Zakarin and successfully retrieves him. The U.S. and Russian fleets prepare for battle, but Glass avoids retaliation to prevent war.
In the final moments, Andropov’s former crew destroy incoming missiles, preventing war. Glass returns Zakarin and the Konek crew to Russia, docking at the Russian naval base. The Arkansas, with Beaman and Martinelli, leaves Polyarny escorted by the Russian Navy.
