On November 5, 1699, Lemuel Gulliver finds himself washed ashore on the beach of Lilliput after a fierce storm wrecks his ship. The town crier, Gabby, stumbles upon the unconscious Gulliver during his rounds and rushes back to Lilliput to alert everyone about the “giant on the beach.” Meanwhile, King Little of Lilliput and King Bombo of Blefuscu are in the midst of signing a wedding contract between their children, Princess Glory of Lilliput and Prince David of Blefuscu.
An argument erupts over which national anthem should be played at the wedding: Lilliput’s anthem, “Faithful,” or Blefuscu’s anthem, “Forever.” In a fit of rage, King Bombo cancels the wedding and declares war against Lilliput. Although he briefly considers changing his mind, Gabby’s arrival with news of the giant prompts Bombo to storm off in anger after a guard mistakenly grabs him, further escalating tensions.

Gabby informs King Little about the giant, leading a mob to the beach to capture Gulliver. The Lilliputians tie Gulliver to a wagon and transport him to their town. The next morning, Gulliver awakens and, in a panic, breaks free, causing terror among the Lilliputians. As the Blefuscuian fleet arrives and begins firing upon the castle, Bombo, seeing Gulliver laugh at him, panics and orders a hasty retreat.

After the festivities, while the Lilliputians fall asleep, Gulliver strolls to the shore, reminiscing about his sailing days, unaware that the spies have taken his pistol. The following day, after some playful antics with Gabby, Gulliver notices a building on fire and uses a nearby stream to extinguish the flames, inadvertently saving the spies who wish to harm him.
Later that night, Prince David sneaks into Lilliput to visit Princess Glory. Gabby overhears the Prince singing a reprise of “Forever” and, mistaking him for a spy, orders the guards to attack. Gulliver, noticing the commotion, picks up David and Glory, who explain the cause of the war. Gulliver suggests they combine “Faithful” and “Forever” into a single song to promote peace.
In Blefuscu, Bombo receives a message from his spies assuring him that Gulliver will be a “dead duck” at his command. He announces an attack at dawn via carrier pigeon. Gabby intercepts this message and warns the Lilliputians, but the spies capture him just as the Lilliputians march to the beach. They hastily prepare Gulliver’s pistol for use against the approaching Blefuscuian fleet.
As the fleet approaches, Gulliver demands that they lay down their arms and resolve their differences peacefully. When the Blefuscuian forces continue to shoot arrows, Gulliver ties their ships together using their anchors and pulls them to shore, saving any men who fall overboard to demonstrate his goodwill. The spies aim and fire at Gulliver from a cliff, but Prince David bravely diverts the shot, seemingly sacrificing himself in the process.
Using David’s still body to illustrate the futility of their conflict, Gulliver scolds both Lilliput and Blefuscu for their senseless fighting. As they solemnize a truce, Gulliver reveals that David is unharmed, prompting David and Glory to sing their combined anthem, “Faithful Forever,” for all to hear. This moment of unity leads both sides to build a new ship for Gulliver, allowing him to sail off into the sunset.
