Newly elected to Congress, former television news reporter Evan Baxter leaves his hometown of Buffalo, New York and moves with his family to the community of Prestige Crest in Huntsville, Virginia. He declares his intent to change the world through his congressional campaign. Evan prays for this opportunity, while his wife, Joan, prays for their family to become closer.

On his first day in Congress, Evan receives a letter from Congressman Chuck Long offering him a prime office and the chance to co-sponsor the Citizens’ Integration of Public Lands Act (CINPLAN) bill. As days pass, peculiar events start happening to Evan – vacant lots are bought under his name, animals follow him, his appearance changes, and mysterious numbers keep appearing.
