The Undercover Operation in Rio de Janeiro

During a vibrant carnival in Rio de Janeiro, an undercover task force, consisting of several DEA agents, conducts surveillance on a private party attended by Cota. This event, reminiscent of a Mardi Gras ball, quickly turns deadly when Cota’s hitmen, disguised as carnival performers, ambush the surveillance team, resulting in a massacre.

The Capture and Escape of Ramón Cota

General Taylor assigns Colonel Scott McCoy, played by Chuck Norris, and his deputy, Major Bobby Chavez, to apprehend Cota and bring him to justice. Posing as airline passengers, they manage to capture Cota while he is en route to Geneva to deposit his drug money in a Swiss bank account. However, their victory is short-lived as Cota quickly posts bail and escapes, infuriating Chavez, who confronts Cota in court.

In a cruel twist, Cota retaliates by orchestrating the murder of Chavez’s pregnant wife, pushing Chavez into a personal vendetta against the drug lord. This quest for vengeance leads to Chavez’s capture, torture, and eventual death at the hands of Cota’s forces.

The DEA’s Struggle Against Corruption

As the DEA struggles to bring Cota to justice, three agents attempt to infiltrate Cota’s stronghold but are taken hostage, facing execution. During a press conference, a DEA spokesman reveals that the president of San Carlos, Alcazar, fears a coup and is reluctant to take action against the cartels, while corrupt generals benefit from the drug trade and protect Cota from extradition.

Delta Force’s Stealth Mission

In a daring move, McCoy is parachuted into San Carlos to rescue the hostages in a stealth operation, while General Taylor and the rest of the Delta Force conduct surveillance. Their mission is complicated by a delegate from the San Carlos government, which has imposed strict limitations on the operation.

As tensions rise, the San Carlos government attempts to undermine the U.S. intervention by staging a massive drug raid, making the American mission seem unnecessary. Upon discovering this deception, Taylor breaks protocol and leads a heavily armed gunship south of his perimeter, prompting the San Carlos army to send helicopters in pursuit.

The Climax at Cota’s Mansion

The gunship lands at Cota’s mansion, deploying troops to destroy cocaine storehouses and laboratories. McCoy successfully rescues the hostages but is captured by Cota and placed in a chamber filled with toxic gas. Just as the gas threatens his life, a rocket from Taylor’s gunship shatters the glass, allowing McCoy to escape.

With the assistance of DEA Agent Page, McCoy captures Cota in his own armored limousine and attempts to flee the mansion. However, Cota’s bodyguards and a San Carlos attack helicopter pursue them, leading to a tense standoff. Just when it seems all hope is lost, Taylor’s gunship intervenes, providing crucial support.

The Final Confrontation

As Cota flees on foot through the jungle, he kills a villager seeking revenge for her family’s murder. McCoy confronts Cota, engaging in a fierce battle. Cota attempts to provoke McCoy into killing him, knowing he is wanted alive.

As Taylor’s helicopter arrives to extract McCoy and his prisoner, Cota’s men close in. One of them swings a machete, partially cutting Cota’s rope before the helicopter ascends to safety. Cota taunts McCoy about his supposed invulnerability, claiming he will walk free once in court. However, the rope holding Cota becomes increasingly frayed from the machete cut, ultimately snapping and sending the drug lord plummeting to his death.
