In 1980, Congressman Charlie Wilson, an East Texas Democrat, is more interested in partying than legislating, frequently throwing huge galas and staffing his congressional office with attractive young women. His social life eventually brings about a federal investigation into allegations of his cocaine use, conducted by federal prosecutor Rudy Giuliani as part of a larger investigation into congressional misconduct. The investigation results in no charge against Wilson.
A friend and romantic interest, Joanne Herring, Houston socialite, political activist, diplomat, and television talk show host, encourages Charlie to do more to help the Afghan people. She persuades him to visit the Pakistani leadership to address their grievances against the Soviet Union and seek support for the Afghan refugees. The Congressman is deeply moved by their misery and determination to fight, leading him to advocate for increased funding to the mujahideen.
As part of his efforts, Charlie befriends maverick CIA operative Gust Avrakotos and his team to devise a better strategy against the Soviet occupation of Afghanistan. Through political maneuvering and careful operation planning, the group successfully supplies the guerrillas with advanced weaponry, including FIM-92 Stinger missile launchers, effectively crippling the Soviet forces. Charlie’s initiative expands to include support from Israel, Egypt, and Pakistan, forming a significant part of the U.S. foreign policy known as the Reagan Doctrine.
Gust urges Charlie to focus on rebuilding Afghanistan post-Soviet occupation and emphasizes the importance of education in deterring extremism. Despite receiving commendation for his clandestine efforts, Charlie faces uncertainty about the long-term repercussions and the implications of U.S. disengagement from Afghanistan.
