In the thrilling and dark tale of Alleluia! The story begins with Lucifer leading a train of condemned souls, including Ms. Merrywood, back up to Heaven in a sequence called “Shovel and Bone.” Upon arriving in Heaven, the almighty God discusses a growing crisis with His right-hand figure, The Agent. Together with the Translators, who are Heaven’s enforcers, they interrogate Ms. Merrywood, trying to understand the escalating tension between the two realms.
Meanwhile, in Hell, the Ticket-Keeper warns Lucifer that the carnival’s carnies are ill-prepared for a full-scale war with Heaven. However, Lucifer dismisses these concerns, preferring to focus on a mysterious cloaked figure and his own entertainment. In a bizarre moment, Lucifer opens a book of Aesop’s Fables and begins reading “The Filly and The Lapdog” to pass the time.
In a flashback, two best friends, June and Cora, arrive in Heaven as part of a new batch of souls. They are welcomed into Heaven with a grand tour set to the song “All Aboard (Everybody’s Doing The Ark).” However, June, with her rebellious spirit, steals a Number 1 armband from The Designer, which causes trouble among Heaven’s high-ranking officials. The Number 7s, who work in a secretive design shop, are furious at her actions.
Despite the warnings, June convinces Cora to explore Heaven further. The two are soon arrested by the Translators for breaking the rules, which leads to a tense interrogation scene set to the song “Good Little Dictation Machines.” The Agent, a key figure in Heaven’s police force, intervenes, and an immediate, undeniable attraction develops between him and June. This sparks controversy, as The Watchword, a powerful entity in Heaven, takes notice of their relationship.
God, in His infinite wisdom, orders The Agent to seduce June and expose her heretical tendencies. To do this, The Agent takes June to a bar, where he serenades her in the song “Down at the Midnight Rectory.” Meanwhile, God puts on a grand performance for His own amusement in Heaven, singing “Cloud Serenade” to one of His many lovers.
As June and The Agent’s bond deepens, The Watchword grows increasingly concerned. They warn Cora that her love for June is considered illegal in Heaven. Undeterred, June steals the forbidden Book of the Knowledge of Life and Death, thinking The Agent’s influence will shield her from punishment. However, her actions set off an alarm, and June is swiftly beaten by the Translators. She is cast down an elevator shaft into the depths of Hell, with The Agent watching but refusing to intervene.
Down in Hell, June is thrown into the chaotic and sinister world of the carnival, which is weaker than in the previous film. She encounters The Fool and, after a brief escape, meets The Twin, a figure who challenges her to a game. The Twin shapeshifts into various forms—Cora, The Agent, and even June herself—forcing her to confront her own identity in a haunting scene set to the song “Fair Game.” After losing the game, June wanders into the midway and encounters Lucifer, who becomes intrigued by her potential.
Inspired by June’s resilience, Lucifer decides to transform the carnival into a force powerful enough to challenge Heaven. With his help, June is transformed into The Painted Doll, a new, terrifying figure in the carnival’s lineup. This marks the beginning of a new chapter in the battle between Heaven and Hell.
Back in Heaven, the Ticket-Keeper, a loyal servant of Lucifer, warns the carnival’s forces that they are not ready for the impending war with Heaven. However, Lucifer disregards the advice, focused instead on his plans for domination. The cloaked figure is eventually revealed to be Painted Doll, who will play a crucial role in the war against Heaven.
Meanwhile, God sends The Agent to Hell, tasking him with quelling the uprising and neutralizing Lucifer’s forces. He is given a book that contains the story “The Filly and The Lapdog,” a symbol of the divine strategy for the upcoming conflict. As God prepares for battle in Heaven, applying war paint and arming His soldiers, The Agent enters Hell, only to be horrified by the disfigured Painted Doll.
In a tense confrontation, Painted Doll briefly seduces The Agent, only to mock him in front of the other carnival members in a performance of “Hoof and Lap/The Devil’s Carnival.” Lucifer, preparing for the final battle, applies his war makeup, signaling the imminent clash with Heaven. God, meanwhile, stands before a microphone in an empty room, ready to lead his heavenly forces into battle. But just as things seem poised for an all-out war, a shocking revelation occurs.
In a twist of fate, it is revealed that the bruised, beaten Ms. Merrywood is, in fact, The Twin in disguise. Posing as The Agent, The Twin now holds the power to change the course of the conflict between Heaven and Hell. The final moments of the film are filled with uncertainty, leaving the fate of the characters and the realms in question.
